Yup, that's the sensor. Bentley calls it a coolant temperature sensor - as long as it has a connector that has 2 pins, it's the right one. The SAAB part number is 93 57 021 if you need a cross-reference.

If you have an ohmmeter to test it, sensor resistance should be 3k ohms at 58 deg F and around 320 ohms at normal operating temperature (176 deg. F.)

There should be some slack in the cable between the throttle bellcrank and the nylon cable adjustment when the throttle is fully closed. But that would probably have an effect on the idle all of the time - unless it was gummy.

It's worth checking it. Stranger things have happened.

Another thing to look at is the Thorttle Position Sensor. Sometimes thay get crud (highly technical term) inside and don't allow the throttle to go back to the fully-closed position.

It could also be a gummy AIC valve.

(Now that I'm not at the office, I'm thinking of other possibilities.)

And, nsted of just being a crudded-up TPS, it could be an electrically bad one. I had an '88 900S that decided that it wanted to idle at 2k. Sometimes I could kick it down to normal idle. It finally traced down to the Throttle Position Sensor. It had an intermittent micro-switch for the closed position. I replaced it and life returned to normal - at least the idle did.
