Yes, you can go to a smaller turbo, mitsubishi makes a damfino one that will give you the stock boost much quicker than the AiResearch/Garrett that was stock on yours. Alternatively, a T3 hybrid (basically a trimmed exhaust turbine with a bigger compressor wheel and scroll) will give you more boost at lower temps with some lag.
But I'm not sure the problem is your turbo...it's not old enough to worry about....should go several hundred thousand before wearout...sounds more like a control issue.
Try disconnecting the line from the apc to the turbo wastegate and CAREFULLY driving the car, checking max boost. The turbo should quickly spool up to its max boost, tripping the overboost switch somewhere around halfway to 3/4 in the red and cutting fuel to the engine. If this is the case, your turbo is fine and you have other problems.
What do you mean by 'noise'....have you checked the turbo manually for excessive axial and radial play as well as interference with the compressor scroll housing? Take off the tube to the compressor inlet and try to wiggle the shaft side to side and in and out....you should be able to feel essentially no play side to side and a little in and out. The wheel should spin easily and you should NOT be able to feel any 'roughness' or the wheel hitting the scroll. If you do feel roughness or interference with the scroll, the turbo needs to be replaced or rebuilt.
