Nowhere in his post does it mention African-Americans. In fact if you look up the etymology of the word "ghetto" its origin is actually as a word used to describe a segregated Jewish population. And I quote;

Jews to wear a star-shaped yellow badge and a yellow beret, identifying them as outsiders and making them open to taunts and
