It's possible the fpr is leaking at the diaphragm, but it usually results in extremely rich/rough idle if at all. I like a messed up IAC motor...can put in a substitute IAC motor when the car is idling at 1900..if it continues to idle at 1900, it's not likely the IAC motor/valve.
The vacuumm advance mechanism is a good place to look for leaks, especially if it's OEM on a classic 900. I haven't found hung up or corroded centrifugal advance mechanism, prob because of the O-ring oil leaks (that I keep off the rotor/distributor with the plastic dust cap that goes between the rotor and the distributor body at the shaft).
There are also plugs in the manifold where various tubes and pipes go, as well as leaks in the throttle body shaft (rare, but can happen), leaks/cracked infamous red top valve (cc base boost valve). You might be able to fab up a vacuum test to the intercooler (remove it and seal one end with rubber cork from lab and the other end with another rubber cork with a hole in it and a tube...use a mityvac to pull a vacuum and see if it holds..alternatively do the same and use a light pressure source to put 15-20 psi on it while it's in the bathtub...look for air leaks around the end caps where the plastic is sealed to the core.
Alternatively, get a propane torch and try bleeding raw propane around the intercooler (DON'T light it!)...a vacuum leak that will cause 1900 rpm will flat suck up propane!
