Relays do go bad, so I'd replace a number of them with known working relays. A local SAAB shop more than likely has a bunch of them. Also, do check the wiring connected to the starter. Those wires and connections get very abused. When I restored my near death 82T last winter, I found so many loose, oxidized, frayed connections, including those connected to the starter. I also cleaned the relay connection tabs as well as the sockets they fit into. I discovered a disconnected wire under the relay plug base. I've had a fuel pump relay die on me. A replacement solved the problem. For a car that should not had started, let alone run, it now operates at a very high level of performance and reliability. My point: it is possible to identify, isolate and solve these problems. GOod luck!
