It is likely that a partially clogged charcoal canister will cause the premature shut-off condition because there is not enough ventilation through it to allow air from the tank to ventilate when it is displaced by the rapidly filling gasoline.
However IMHO, the charcoal canister should not be removed in an attempt to cure this condition.
The charcoal canister absorbs vapors from the fuel tank when the car is sitting. It is a pollution control device (look in Bentley under ELCD). If it is removed, the fuel tank will vent gas vapors to atmosphere. This can cause a fuel smell around the car and is environmentally harmful.
There is a vacuum line from the intake manifold that connects to the canister. This allows the engine to draw the stored vapors into the engine to be burned. If the canister IS removed, this vacuum line must be plugged or bad drivability will result.
I would recommend replacing the canister with a new one, but not removing it.
