But probably not to its designed rpms. The fellow at the shop where I got the brushes explained that the brush piece was finding its continuity via the spring and the braided wire from the brush to the thermal limit switch which was almost totally gone (that that heated the spring and removed the temper of the spring so I needed a new one) this allowed the motor to run. What I didn't know was how fast the motor was turning, just that I could feel the motor running and see bubbles move in the tubes. Now, with full amps & volts getting to the motor, the speed of the top going up and down is amazing. My guess, as you surmise, is that the pump was being turned so slowly that any 'normal' leakage in the system (internal to the pump or in the cylinder seals) ate up all the slowly pumped fluid and didn't allow the threshhold pressure to be reached, and that is why, with my manual help, the top would move a bit. This may not be the total answer but I can live with it as I have to now be careful when I raise the top as it comes forward very quickly. BTW I have had this 1987 car only since August 2000 and so the top's speed for the time I owned it was steady - I now know that it should have been faster!
