Repair people and dealers play this game all the time. Have you had it in the shop lately. Or did the prior owner. If you remove the back seat(top) you will find that there is a bypass valve. Usually accessible thru the trunk. This valve separates both sides. If there is a motor failure you open the valve and it lets you manually move the top open and close. When I refill a system I open the valve and run the system back and forth(the top doesn't move) to balance pressure on both sides. This ensures that both sides come up at the same time. By opening the valve it makes the system look like the pump is going out and the shop will charge you 1000 bucks to repair it. The pump can be found for 200 at GOLDWING. Check the valve first. It should be all the way clockwise to be closed.
