Failing California Emissions-- Advice?

Recently I emissions tested my 88 SPG registered in Washington State, and it failed a dyanamometer test at an emissions inspection. I was told that I had to have an "enhanced" test because I live in San Francisco and was bringing in a car from out of state. The car failed miserably in the NOx category and was a "gross polluter" in that category. Everything else passed. This lead some who I have spoken with, saab people, to say that the catalytic converter might be bad. Now, the fricken kicker is that I have to get this all repaired by a Gross Polluter Certified Repair Shop(can you say gross pain in the ass!). So, I am about to bend over and get reamed, and this is my call out for help, to see if anyone, anyone at all in the Bay Area can help me by referring me to a GCP shop that isn't going to screw me to the wall! Also, I would like this to be a SAAB knowledgeable shop and not someone who is going to charge me up the wazoo to diagnose, then fix the wrong item so I can fail the test again! I understand that I need to conform to emissions standards, but this is really out of control...
Unfortunatly I can't just replace my own Catalytic Converter and call it a day...
