The windshield washer bottle is attached to the passenger side inner wheel-well by means of an "L" bracket. Loosen the bolt on the bracket and lift the plastic bottle out. I'll bet a nickel the bottle has become dis-attached from the washer pump. Look to see if that's the only problem and try to re-attach the pump nozzle back into the receiving hole in the washer bottle. Pour water in to see if no fluid is leaking, try the wiper washer, and then affix the "L" bracket back into place if all is well.
If the pump is still attached to the bottle, and there's a hole in the bottle, you'll have to separate the pump from the bottle, slide the bottle out and repair the hole in the washer bottle or replace completely if it’s too far-gone. They are plastic and possibly can be repaired to hold fluid or you can go to a junkyard and find another bottle. You can also find a replacement bottle at a Saab dealer or from one of the parts suppliers listed on this listserv.
Good luck. In the meantime, don't waste washer fluid tracing down the problem, use water, just make sure you drain it out & replace before the next freeze.
