I happen to work for EPA and have to pass along what one of our coating experts had to say about this --
"I am not sure what EPA requirement for auto refinishing would be viewed as causing such a large increase in the cost of paint. EPA's rules on paint are designed to reduce volatile organic compounds (VOC) in order to reduce smog levels. They are not that stringent. You won't have more than 2 lbs of VOC in a quart (even if it is all VOC). Adding $500 to the cost of a quart to eliminate those two pounds would be equivalent to (500 x 1000 =) $500,000 per ton."
Almost no EPA air pollution rules I know of have cost figures in this range. They would simply be viewed as uneconomical by the Agency and never make it past OMB (Office of Management and Budget).
