I went through this on my 1900 900 (16 valve). While in theory it is possible to do repair this without removing the engine, the consistent recommendation I got was to pull the engine; working quarters are just too close. The most important reason is that you MUST separate the engine from the tranny in order to clean out the metal debris that is now in the oil pan. If you do not your newly repaired engine will run great for about two weeks until in sucks up some fragments and looses oil pressure as the pump gets new channels ground into it. Guess who that happened to.
The cost of repair versus a used motor should be considered. The valves are $35 each and at least half of them are likely to need replacement. Other parts such as the timeing chain cover could be damaged and that alone new will cost more than a used engine. You can pop the head and assess the damage with less labor than an engine removal.
My son did the job and it was a great learning experience for him.
