the pressure transducer (over pressure switch) should cut the fuel at 14.7psi or 1bar unless its been tampered with. the boost dropping back as revs increase is totally normal fors tock black and red APC boxes and is a design feature.
Only modded boxes like SPG9s and SD APCs allow full boost till redline if so inclined to push that far. of course with these upgraded boxes you need to upgrade fuel parts (like inj, and FPR etc...)
