This is not scientific by any means. Just experience of being in the midwest US.
Snow tires are meant for clear to moderate snow within the winter months. Dry performance is diminished by the large tread blocks, but it beats swapping wheel every snowfall. Modern tread patterns and compounds has made snow tires better performers on ice.
Studs (small dull metal spikes)are a way for snow tires to gain performance on the ice since older snow tires failed on the ice similar to a typical touring tire. Laws here in Iowa restrict stud tire use to the winter since they tend to tear up the streets.
Chains are the best traction in the snow. But if I'm wondering if I should use chains I have to wonder if it's worth travelling at all. Maximum speed is about 20mph. Those who live in the mountains have a greater need for chains with the unpredictable snows and steep grades.
So to answer your question, snow tires are meant for normal winter driving conditions and chains are for extreme winter driving conditions.
The key for driving in snow is respect for the weather, a healthy respect of physics and patience. A Saab with blizzaks helps though.
