With most of the electrical stuff, the quick fix is checking the relay. The power locks is above the passenger foot well tucked up behind the HVAC tube.
The dome light, window and foglights are most likely the switches. I would suggest cleaning the light and window switch. The come out easily, then pop 'em open and clean out all the gunk. If that doesn't do the trick, get some new switches. You can find all of this stuff at a junk yard, and pick it all up for $20 or less (the relay's can be pricey sometimes)
Foglights, you can just stick something in there to keep the button in, or just get a new button at the junk yard.
Spend an afternoon and find every little part that's in question. The window could be the motor, I've had to have that replaced, but the rest is all simple stuff.
Also, relay's from the junkyard don't always last, but its a cheap way to get a temporary fix!
