Driver side wiper question

My driver side windshield wiper just quit working in the middle of a drive home a couple of days ago. I think I fixed it but want some feedback from someone who might know for sure.
There is a little toothed cam with a cable wrapped around it that fits on the wiper spindle. I put the cable back on and re-fitted the cam. Is this supposed to be bolted down on the wiper spindle or is it just held in place by tension? It seems pretty tight right now, but I'm worried it may fall off again.
