You might have tried this already, but a Q-Tip moistened with rubbing alcohol can be used to clean the lens/reflectors behind the bulbs. Working through the speaker hole, remove the bulb holders and poke the Q-tip into the hole and work it around. This gets the dust off and will brighten the dash lighting. Still will not be bright and I think Saab believes in dim dashes for safety reasons. As others suggest, don't be tempted by 5 watt #194 bulbs, or you will be whacking the dash to get the bulb holders to make contact with the printed circuit. Some have dealt with the problem conclusively by replacing the bulbs with hard wired LED's, which I think require a voltage dropping resistor(diode??). If you are not satisfied with the cleaning trick, this is the way to go.
