The seat heater is run through an 8 pole connector - it will be rectangular, with two rows of 4 pins. The low side of the seat heater element is on the black wire in pin 5, and goes to ground. The other side of the heater element is the yellow/white wire in pin 2. The temperature sensor is the blue wire on pin 1.
With the car off, measure the resistance between pins 5 and 2. You can do it with the harness connected, because the other circuitry won't affect this measurement. It should be a few ohms. An open circuit (over 1000 ohms) is a bad heater element. See Quasi's site for info on how to repair.
This information is from the electrical section of the Saab service manual, specifically "3:2 Electrical System, Comprehensive wiring diagrams". Saab sells the service manual in individual books, for different systems and different years. I have two versions of this manual, one covering '87-88, and one for '92, to cover my '88 and '92 cars. You can get it (or get it ordered) for your year from a dealer. Well worth the cost.
