Does the turbo gauge move at all when you decelerate with the throttle closed?
It's possible that the turbo has siezed, but check these other things first.
The first thing to do is to give it a complete tuneup: New spark plugs, wires, cap & rotor, and timing.
Check the rubber boots that connect the turbo ducting together. Pull them off and flex them to see if there are any cracks. If there are, you have to replace that boot.
While you have the boot off the turbo intake, try to move the impeller with your finger. If it turns easily, it's probably ok. See if there's any side-to-side play.
Then, make sure that the boots are tightly clamped on the turbo ducting.
Change the air filter.
Then replace *all* of the underhood vacuum hoses. They're probably all 15 years old, brittle, and cracked. If the vacuum nipples pull out of the intake manifold easily, replace them, too. Vacuum leaks are the bane of the turbo driver.

If none of the suggestions make much of a difference, post again and we can go from there.
