When I let the car slow down under compression, the Turbo needle drops back down towards the bottom of the gauge immidiatly. The turbo, according to the gauge, spools up but never quiet produces boost. I dont think it has siezed, but i was worried that the bearing could be bad. The vacuum leak is a good possibilty. I did the "Propane gas test" to the best of my abilities and found no leaks, but as a new turbo owner, I am not completly versed on the ins and outs of turbo systems. I will take your advice and tune the engine up and I will inspect to se if there are any bad hoses. I will repost with my results. Thank you so much for the interest and the help.
