Fixing/installing SPG panels

I will be removing the SPG panels off my now defunct '88 SPG. I need to know a couple things.
1. There are a couple notches cut out in front and rear below bumpers by previous owner (from trailer hitch/foglights). What would be the best way to fabricate/mould in something to make them whole again. Areas are small (maybe 4 or 5 inches max in any dimension)? Alternatively (I haven't really looked hard at them), are these lower fascia part of the bumpers or an add-on piece. I assume I could find bumpers/fascia from a junkyard somewhere in whole condition.
2. What might it cost to have the panels repainted once they are removed. What should I know about that process?
3. To remount the panels onto a non-SPG, how much drilling is involved? Is it just on the doors or the f/r bumper extension areas as well? (are the rails the same for non-SPG bumper extensions? Are they mounted in the same place? (I am looking to buy a '92 turbo). How do you measure to find the right spot to drill and mount the rails? Is this something that should be attempted by a first-timer body modifier with a real fear of attacking a body panel with a drill or should a body shop do this? Same question for mounting a whaletail replica? How would the drill holes be sealed vs. water?
