First guess is that set speed problem is not in switch, but in fact that the cruise control pump doesn't release accelerator when you let go of set speed button. To check the pump, disconnect 3-wire harness to pump. Apply 12v to terminal 3 of pump connector, and ground terminals 1 and 2. With proper vacuum, pump should run and draw in accel. Remove ground from terminal 2 only; pump should stop and accel should remain in position. I suspect yours doesn't do this, so check wiring for continuity back to pin 4 of cruise ECU. This is behind instr. panel, left side. Make sure all connections are clean. May as well check vacuum lines while you're at it.
Second guess is set switch on stalk is not breaking contact when released. Check that pin 2 out of stalk doesn't have voltage when set speed button is released. If pin 2 still gets voltage, make sure button is pushed back all the way when released.
See Townsend site more details on troubleshooting cruise (I would post link but site is not responding now).
