I just parted a 91 c900 and it had a foam/rubber dampener for the firewall, much like the foam/rubber on the floor boards. I don't know if the 89's came w/ it but its a start(my 86 didn't have it). I ended up using it on my project car plus using it as a template to cut out a big sheet of silicone based sound deadener. Now w/ the silicone sound deadener, foam/rubber dampener on the firewall, CES dampening spray on the doors w/ the plastic weathering inserts, dynamat xtreme running down the middle, and regular dynamat in the back&hatch, I actually still have a bit of noise. Next I'm going to try putting Dynamat Xtreme inside the hood w/ two sheets of dynamat hoodliner and try adjusting the doors a little better. This sound deadening process has run me in the hundreds already(is it worth it, I'm not sure)!
But before diving into sound deadening, try to do some adjustments first.
1.) Make sure there are no exhaust leaks
2.) Check your door seals and replace as necessary
3.) Make sure your doors are aligned properly and creating a seal
4.) Check for loose wires, hangers, and bolts in your doors
5.) Put some Dynamat Xtreme and a hoodliner on your hood.
6.) Find a foam/rubber dampener for you firewall.
The most important thing is creating an airtight cabin in the front.
