I had the EXACT same problem on an '84 Turbo. It was the STARTER SOLENOID. Before I sold the car (to a friend) I did not want her to try to start it, only to ask "hmmm, Chris, why does it just click??". I check the solenoid power source when the key is switched on, and power was GETTING to the solenoid, so I know it had to be the solenoid itself.

I recommend doing the same test (if your mechanic hasn't already). If you have a Multimeter (aka voltmeter, voltage tester), check for 12V on the small wire on the starter motor solenoid that does not have continous power (ie, NOT THE BIG RED WIRE THAT GOES TO THE BATTERY). There should be a thin wire on the solenoid that gets power when you turn the key. If the wire gets 12V when you turn the key on, then your Solenoid is shot. If the wire DOES NOT get 12V when you turn the key on, then your ignition switch (or something between the switch and solenoid) is bad.
But, I WOULD PLACE MONEY ON THE SOLENOID BEING BAD!!!!!
