now to fix a "no boost' problem

as the title says no boost. the boost gauge rarely gets into the yellow zone. the APC solenoid clicks when turning the key on and I have replaced or check just about every vacuum hose going to the engine. Also, I have checked and tighten down every hose going and coming from the turbo.
what are all of the things that control boost? Are they the:
APC control box
APC solenoid
wastegate
My next step is to slowly adjust the wastegate. I won't be able to do this for some time for I am in the middle of trying to find a VW Westfalia and this is time consuming eg. travel, calling, etc.
are there any other items I should be looking at first? I have only had this car (88 SPG 5spd) for a few months now and it has taken me this long to fix these other problems:
-both axles replaced
-complete rear brake change over
-adjusting emergency brake
-clutch replacement
-power lock repair finally
-antenna replacment
-tune up minus idle setting (slight wandering idle) I think this is because I moved the throttle position sensor.
-transmission fluid flush
-valve cover gasket
any help would be appreciated. I have looked at the FAQ site for boost adjustment yet need help in investagating other possibilities.
