1st, see if the problem is just adj; disconnect the hose from the intake manifold to the apc solenion and plug. Go for a drive (carefully, as you have just totally removed the wastegate function) and see if you now get full boost. You should get boost into the red easily.
If you still have very low boost, the wastegate could be stuck partially open, or your hooter vale could be completely hootered. Looking at your list of repairs, it sounds like this car has not seen regular maintanance, or has sat a while.
From underneath, you should be able to grab the wastegate actuator bar . It should pivot easily;if not, lube it with a high temp penatrating lube while moving it back and forth to free it up.
No guarantees, but it worked for me.
On the other hand, if this is all ok, you could have a shelled turbo
