To test if the turbo is working, disconnect the middle hose from the APC solenoid and plug it. Test drive carefully, if the turbo is ok, you should get uncontrolled boost into the red zone, dont push it too hard or you will get det or hit the fuel cutoff. The hose you tried is just the bleed hose, does not affect boost.
If that works, then turbo is OK, and testing base boost is the next step.
