the apc won't allow boost to continue climbing if it senses knock. without a diaphram on the dist, you were unable to retard the timing under boost and were therefore at 16 degrees (or whereever it was set) for the whole time. not suprising that you did hit predet under those conditions. as far as base boost being different, not sure. unless you adjusted the wastegate, it should be the same. although, you may have been hitting predet before you reached base boost with the wrong dist. finally, agree that your lack of power may be the result of over retarding of the timing, however, a max of 10 sounds about where it should be. the only other thing, as previously mentioned, the 9000 and 900 dist may be different.
