wimpy cruise/no more than 65mph?

Looked for this prob in old posts, came up short.
My cruise control has always worked fine (except the time I nocked the plug off the speedo replacing a blown speaker) but today everytime I set it, it would drop down to 65mph and hold. Now I can't specificaly remember ever setting it faster then 65, but am positive that I have.
Is there some built in safety feature that suddely decided to start working?
Is this symptomatic of a part failure?
Don't think it would be a vacuum prob., cause it held dead @65 up and down hill.
I was going up the pass to go skiing i.e. cold air temp and elevation, but same prob coming back down. thus I don't think only base boost was a factor.
Recent work includes new steering int. shaft, AMM, springs & shocks.
Any ideas?
