in the fuse box. Replace it if any doubt about it. If the dash lights were dim before and now do not work at all, the rheostat may no longer work or could be adjusted to the lowest setting. Try turning it (read your owners manual). Another possibility is the light bulbs themselves are not making good connection or are blown - get new ones and turn them until good connection is made.
Your heat problems sound like a bad vacuum connection to me. Check the line that goes to the vacuum cannister which is located next to the power steering pump fluid reservoir (passenger side of engine compartment above the wheel well). It may have come loose, or the nipple it attaches to may be cracked or broken. If you recently had some sort of work done on the dash then it is possible that the person doing the work did not replace the vacuum lines properly - you will have to at least take out the radio if not the whole dash to get access to it. Stop there and get a Bentley manual (SobStory or other site sponsors can supply this book for $40 or so).
