Pull out your stereo, and take a look at the wires connected to the vent control switch and fan speed switch. This was the source of a similar problem I had last year (no vent fan except when switch was in <<=>> position)
Here's a cut and paste of my "solved it" post...
"The problem was that I miswired the air distribution switch when I swapped out dashboards this
summer. Very subtle problem- two adjacent wires connected to the switch are grey. The
thicker-gauge wire goes on top of the thinner one (this is on the 2nd and 3rd connection from the
top, immediately below the stereo.) I had them reversed.

As for your dash lighting- check your fuses. If your instrument panel lighting goes out because of a blown fuse, then you've also lost most of your taillight/brakelights. The dimmer switches for dash lighting have been known to wear out in these cars.
