Lack of boot in this situation might be related to the knock sensor and it's connector getting wet. If the APC loses the signal from the knock sensor, it goes into base boost mode. See what happens after it has a few says to dry out.
I suspect that your temprature fluctuations are more related to an old radiator than to anything that's directly electrical. If the radiator starts to plug, the fan switch (upper left corner, looking from the drivers' seat) flow gets disrupted and it doesn't always trigger when it needs to.
Try the new temp switch and see what happens. Don't tempt fate by leaving it as it is and risking an overheat.
