I've got a needle-nose pliers that opens up wide enough so I can stand it upright, put the tips between the ridges of that ring, & turn it like a big pin-spanner. I've been able to hold the center part by hand to keep it from turning. Sometimes this takes 3 or 4 hands...

Seems to move better if you go slowly & smooth. If it moves at all, then don't try to spin it too fast.

When you dismantle the assembly to get the pump itself out, keep the rubber parts in a jar of gasoline. They shrink when they dry out & then you'll have to soak them to get them to swell up again.

The hoses (on mine anyway) were held with steel crimp clamps. I put it back together with nylon ties, because that looked safer right next to the electric connection. Guess what? Those ties swelled up & fell off, so I had to go back in there & use hose clamps. Just be careful to position them as far away from the terminals as possible. Sparks in the gas tank are not good.
