There really isn't a "high performance" transmission. Over the years Saab offered various combinations of gear ratios, final drive ratios, and input ratios and each of these combinations has its own merits depending on your engine and how you drive. From a sportiness perspective, ratios from 8vT trannies are probably the best, as they offer short gearing and relatively close ratios. From a fuel economy perspective the late '80s 16vT trannies are probably the best, with taller gearing, final drive and more widely spaced ratios. From an overall perspective, the '90+ 16vT trannies are probably the best, mixing the two other extremes. With a little work, you can create your own custom gearbox by mixing gearsets, final drives, and primaries...
As for your second question, trannies from '89 on are better than earlier transmissions due to improvements in the pinion bearing housing. Trannies from '91 on are better still, with improved synchros as well.
