I guess the distance from the center is not very large. The cetrifugal force is Fcp = m.w^2.r, where m is the mass of the imbalance, w is the angular velocity, and r is the radius.
I estimate m=50 gram.
I have 195/60 tires with 15 inch rims, hence r=(15*2.54+2(0.6.19.5))/2=30.75cm. Hence, at 70 MPH (legal in Florida), v=w.2.pie.r, thus w=(70.1600/3600)/(2. 3.14 . 0.3075) = 16.1 1/s.
Sooooo, estimating the diameter of the boot to be 7cm, r=3.5cm,
Fcp=50.10^-3 . (16.1)^2 . 3.5.10^-2= 0.5 Newton or 0.05 kg (=0.11 lbs)
I guess it really wouldnt contribute to much at 70 MPH. There you have it...
However, at 140 MPH, Fcp = 1.8 Newton or 0.2 kg (0.45 lbs) I would indeed worry.......
S**#$ I have better things to do like soldering in those resistors on my APC box
