On my '88 and '89, the 3.5 mm hose from the turbo bypass valve goes to the vacuum nipple on the intake manifold next to the 3rd intake manifold runner from the front of the car.
On the '88 and '89, the hose that goes to the boost gauge and pressure transducer comes off the vacuum nipple on the side of the intake manifold. On the '89, at one point, I noticed that the hose was cracked where it goes on the manifold, resulting in a reduction in measured boost.
For other important vacuum leaks, check all of the rubber bushings that the vacuum nipples go into on the intake manifold - try turning them and tugging on them - if the plastic moves easily, you need to replace them.
Keep us informed, we can talk you through the diagnosis.
Oh - MrWinkey is right - at this point, put the wastegate adjustment back where it was. we all want your SAAB to last as long as it can.
