David, go to the FAQ sectioin and trouble shoot the system. It is laid out step by step in the FAQ as well as on sacsaabs.org and townsendimports.com. You will need a decent, calibrated pressure gage, not just your boost gage (try home depot or a hardware store and get a 2" round 30 psi gage, some fittings and a long bit of vacuum hose). Just tweaking the wastegate rod is not the answer. It may very well be the wastegate is set at a low level of less than 5 psi base, but you need to see that it is all working properly before you crank it. It is also a good idea to replace all of the vacuum hose with silicone hose as well. Saabsavior or hosetechniques seem to be good sources for this. good luck
