make absolutely sure that everything else is working properly. You are experiencing what's called "base boost". This is what you get when the APC is disconnected or if it senses that the knock sensor is bad, the brake light switch indicates that the brake is on, or the clutch switch indictes that the clutch is in. Sometimes this is cause by the connector to the APC box (left fender behind the headlight) falls out.
Please check these things and make sure that the engine is properly tuned before you mess with the wastegate rod - chances are that it's set ok.
