I would appear so.
However, check your cooling fan(s) for operation (could be fan relay or thermoswitch in rad too).
Could also be thermostat in engine stuck open in combination with partially plugged rad...overheated rad/engine can cook thermostat. I've heard the thermostat should be replaced every couple of years although I've only replaced them when replacing the radiator or when overheating engine.
My 87 900T runs at about 1/4-1/3 hot unless idling in hot weather (even with new rad...I use a 92C thermostat and 89C? VW rad thermoswitch) where it runs about 1/2 or a little hotter. With the A/C on it's rock solid at 1/4-1/3 indicative of engine thermostat controlling engine temp!
Try running your A/C fans with heater core off....if it holds at 1/3 your radiator is probably still good.
