I found that the brushes were worn by the fact that the braided wire from one had abraded on the brush 'carrier' and was almost worn through. That is why I felt there was not enough current for the motor but I am the world's worst person when it come to anything electric. I went to a local battery, generator, starter, electic motor rebuilder with the pump/motor and the remins of the brushes. The guy behind the bench said he wouldn't have an exact fit but would have something close. I took what he provided (make sure you get brushes for a DC motor, they are different than those for an AC motor - so said the guy behind the bench and who am I to argue!) and put a piece of 600 grit paper (I had just finished repainting my bumpers and that was the 'final' grit I used!) on a piece of glass and slowly sanded each side of each brush until it matched the cross-section of the old one. I tested from time to time to ensure I was sanding the sides parallel to each other as I found it too easy to end up with a wedge shape!
I say you 'can' do it with the motor/pump in the car, what I didn't say is that it would be very awkward getting into the back end of the motor with a soldering gun AND being able to see what you are doing. If you do remove the pump/motor label the electical connections very well and draw a diagram of which hydraulic lines go where. I can't remember what I used to 'stretch' the rubber mounts so I could remove them without tearing them but a small wooden dowel could be used OR, just pull up gently on the mounting plate and they will pop out. I did have to work at getting all 4 properly seated into the holes in the floor cradle. Good luck and please post your solution.
