As I mentioned earlier, the stalk had been replaced before I bought the car. I was not sure how it was installed so I set out to remove the lower dash for some exploration. I removed the firewall bolt near where the vacuum hose enters the cabin (underneath the hood). Behind the ashtray is another bolt that needs to be removed. I gently squeezed the top inward so the ashtray would slide out of the carriage. Upon removing the bolt, I was surprised to find that the lower dash swung downward and was out of the way without complete removal. I can't sat that this is supposed to be because this may be due to prior abuse.

With the lower dash out of the way and using the Bentley and Haynes to ID the parts, I saw that the relay and connector was in original condition. After disconnecting the negative battery terminal, I disconnected the relay connector from the relay. I cut and spliced the green wire with the wire marked in both white and red. I paused for a moment wondering if I was supposed to do that on the connector, but remembered that the relay will no longer be in use thus splicing the wires on the connector would be wrong. I mention this because I tend to make things harder than they are and figure others may do the same.

I temporarily alligator clipped the two wires together for a test drive which revealed that the acceleration problem had been solved, but...it dropped 5mph from the selected speed. After the drive, I replaced all the vacuum hoses with new hose.

Now I am happy to report that the cruise control is 100% functional.
