The 8valve engine is very tempremental when it comes to startup. Everything have to be adjusted to perfection and all different switches needs to be in working order, plus, it's several tricks of the trade that no books covers that is needed to make them start and run good.
I wouldn't be able in writing to explain excactly how it's done, but a skilled Saab mechanic can set up everything in about one hour, if nothing is tampered with. And he need the car over the night to be able to check everything when the car is cold.
In short it's about making sure the throttle body is cleaned out from carbon deposits, opening up the butterfly as much as possible to get a good idle when hot and screw the idle screw in all the way.
Open the air aux valve as much as possible to get a high idle when cold.
Adjust coldstart fuel pressure on the rich side. Make sure the coldstart valve is grounded when cold. And adjust the fuelmixture a tad on the rich side when hot.
And certainly, make sure all the service parts are good, plugs, wires filters. Tha usually takes care of all the 8 valve starting problems.
