I measured the O2 sensor output (black wire connected to green wire of harness) voltage relative to the battery (-) terminal with the O2 sensor plugs connected and engine warmed up. Used DVM.
With the car running and O2 heater connector disconnected, I measured 12V across the pins on the car side of the harness. Measured 4 ohms across the two white wires coming from the sensor heater (I think the engine was cold then.)
I had cleaned up the ground connections at the front cross member, front of engine and at the front of the head.
