Go to the hardware store and get the most expensive hacksaw blade you can find (and a new bolt/nut), then cut it off.
Or, soak it with WD40 overnight, then take a six point socket, attach it to the nut, put on your socket wrench, put a two foot piece of pipe over the wrench end, and pull. Make sure the car doesn't fall on top of you! Use jackstands. If the nut doesn't turn, you'll shear off the bolt, which is just as good.
Also, make sure you are turning it the right way. Been there... done that ;-)
