It doesn't help to get the car back on the road quickly, but I take the chemical approach. I soak the part in Liquid Wrench or similar penetrating oil. I then wait a few hours and do it again. It also helps if you whang! on the part some after soaking it. Not only does it help make micro-cracks for the oil to better penetrate, but it makes you feel better.
If the car is apart (as yours is), heat the part, and after it cools, soak it again. Repeat.
When I know I'm going to be doing shocks, for a week or two before the job, I spray the lower bolt with penetrating oil two or three times a day - once in the morning, again after getting home, and even another shot before bed. Do it every day - make a nice wet spot in the middle of the driveway.
The last time I did that, I undid the nut, and when I hit the bolt with a hammer, it shot half-way across the yard.
