Makes sense... The valve is outside of the air duct, so my guess is the heater core is leaking a little bit. I was going to suggest you check the drain in the AC box (down into the RF wheelhousing) cause it might be rainwater stuck in there. But then you said you smell antifreeze...
IIRC, even the o-ring seal between the valve & the heater core would leak outside of the air duct.
When my valve leaked, it soaked the rubber sponge stuff underneath the carpeting, and the smell stayed for a while. But it never steamed up the windshield.
