There is a Lisle socket for the top flatted oval of the shock shaft. Sold in parts chains (in stock only if you're lucky) but can be ordered. This makes life easier. You can fit a box end wrench over the nut and turn the shaft with the socket. Snap on and mac tools also sell these sockets.
You can try a couple of regular nuts rather than the nylock nuts that come with most shocks. They will usually not turn the shaft until you get the nut tight enough. Shops often use an impact wrench, which will spin the nut fast enough to overcome the shaft's tendency to spin. But the impact wrench can over tighten the nut so the bushing will prematurely split.
