so you take a few cars and bump them at 5mph. then you get an estimate for the damage. somehow this relates to safety? maybe the design has a lot to do with it. maybe some of the cars have small panels allowing easy/cheap replacement of parts. yet another bumper replacement might require quarter replacement as well; thus increasing repair prices. still maybe yet, parts for one car make might just be more expensive. at any rate, i just don't see how dollar value of repairs relates to safety; it's just pricey to own and repair certain new cars.
