Is the window stuck down? Can you hear the clicking of the power window motor when you hit the switch? If so and window is stuck down then try this to get it to come up. Open your door, press and hold the window switch to raise the window and close the door with just enough force to jar the motor. If you motor is worn or the the regulator is binding this is sometimes enough to at least get the window to come up. If that doesnt work then try removing the door panel and soaking the regulator rails and other moving parts with silicone spray or wd-40 and then try the same technique with the door after it has soaked in...
This worked for me as a temporary fix to get the window back up until I could get new parts...
