Only 85 had the connector at P/S reservoir.
To get the fluctuating voltmeter you need to use two of the three pins.
One is battery volt the other is a pulsing ground signal from ECU.
Ok, here I have the colors from the book.
Pin 1 Green/red, Battery voltage
Pin 2 Violet/White, ground for testing C/E light
Pin 3 Green, Lambda signal from ECU
When fuel mixture is correct you get an oscillating voltage. Don't worry about what Voltage it is showing. What you want to see is that the needle is moving back and forth in a steady motion. The speed that the needle is moving is also of second nature. But If very slow, that could be an indication that the O2 sensor is on it's last leg.
This is at idle. When driving the car it all depends on if you accelerate or coast or decelerating what the meter say.
